I remember not thinking much about the fact that Austrians don't allow their citizens to brew at home. They also tax institutions based on the percentage of alcohol that they produce.
I learned that when traveling to a Brennerei (distillery) with my wife. Find her blog entry below:

Is it Legal?
Here in the great state of New York (and in most every state), every man, woman, and child is allowed to brew. How much? More than you can hope to consume in a year, so just try it.
How difficult is it?
Can you make soup?
Can you make tea?
If you answered yes to one of these questions, or both you can make some Grade A brew that tastes like anything you desire.

Will it save me money?
Unless you are very attached to buying your Belgian-owned 30-packs of generic, corn-based swill at 10 bucks per emergency room visit, you will save money.
Five gallons (about 50-60 bottles) of quality lager, Hefeweizen, stout, etc will run you between 40-50 dollars after the initial ~140$ investment of two five-gallon buckets and some other tools.
I save about 50-60% of the price by home-brewing, given that fact that I would normally shell out 8-11 bucks on a quality, local six-pack.
In addition, one experiences a swell of pride and bragging rights.
Below, I will show some images of the process. I will elaborate more on directions later, but you can easily do your own research ;) Read a book.
